摘　　要：提出了以技术引进结合二次创新为主，科研开发为辅，充分挖掘现有技术潜力的管理原则；指出：①人才素质是决定技术引进与创新能否成功的关键；②要分层次有重点地进行技术引进和创新；注意技术创新后的知识保护等问题。The article suggests the management principle of putting technical import and innovation in the first place and taking scientific creation as the auxiliary means so as to excavate the technological potentials of the hospital. It is pointed out that human quality is the decisive factor in the success of technical import and innovation,technical import and innovation should be well arranged and directed at the key projects, and that intellectual protection should he taken into account when an innovation is accomplished.
