摘　　要：本文首先通过论证科技资源共享对于社会发展和人类进步的巨大的推动作用 ,然后对我国现行科技资源管理体制进行分析 ,指出其中不利于科技资源共享的保障制度上的弊病和有待改善之处 ,进而提出我国建立完善的科技资源共享的制度保障体系的必要性和迫切性 ,最后在宏观调控、科技管理、科研环境、人才管理、科技评价等体制建设方面提出建议。Firstly this paper demonstrates the huge effects that partaking science and technology resources promotes developing society and forwarding human.Secondly,it points out the abuses in our country by analyzing the management system of science and technology resources,and at the same time it brings forward the requirement and impendency in constructing perfect indemnity system of partaking science and technology resources in China.At last,it offers some abvice in building system,such as macro-scopical control,science and technology management,environment of science research,person with ability management and science and technology estimate etc.
