摘　　要：我国实施工程量清单计价后 ,对工程造价管理人员提出了更高的要求 ,既要求从业人员掌握定额的编制原理 ,具有较高的造价确定能力 ,又要求对建筑市场有充分的认识 ,能够熟练地应用投标技巧 ,对工程项目风险有足够的估计 ,以保证建设项目成功并达到最大的社会效益和经济效益 .With the implementation of the BOQ-based v aluation norms,professionals in the field of construction costs management are m uch highly required in their work.They are supposed to be familiar with the prin ciples of quota making as well as qualified skills in construction costs determi nation,to have adequate knowledge of the construction market,and to be proficien t in applying bidding techniques with an adequate appraise of the risk in a project.All this aims to ensure the success of construction projects and to der ive satisfactory social benefits and economic benefits.
