摘　　要：本文介绍了阮冈纳赞的图书馆学第一定律。提出了外文期刊利用率是检验外文期刊工作水平的重要尺度。就目前我院外文期刊利用率较低的现状,探讨了其形成的主客观原因,提出了提高外文期刊利用率的几项措施。This paper introduces the first law of library science proposed by S·R·Ranganathan and points out that the utilization rate of foreign language periodicals is a vital yardstick for evaluating the level of work with foreign language periodicals.The major reasons for the current problem of low utilization rate of foreign language periodicals in CIPE are discussed and several measures for improving the utilization rate of foreign language periodicals are suggested.
