摘　　要：村民自治制度是改革开放以来中国农民的伟大创举。作为“草根民主”,村民自治的实行不仅意味着农村基层民主化的发展,也奠定了国家政治民主化的基础。然而,近年来,随着中央规定实行了村务公开,村级财务问题日益凸显,越来越成为农村问题的焦点。为此,选取李村为个案,通过“上访”材料,人员访谈等方法对李村财务状况进行了洞查,分析村级财务问题的现状、成因,并提出几点对策思考。Villager self-government system is a great pioneering work of Chinese farmers since the reform and opening-up. Since new constitution ordained that Villager Committee is 'a basic mass self-government organization, it has been carried out over 20 years in the countryside. As a 'grass root democracy', the practice of villager self-government not only means the development of grass root democratization in the countryside, but also lays a foundation for the democratization of national politics. However, in recently years, with the requirement of the central government for publicity of administrative affairs of village, village financial problems become more and more serious and become the focus of all countryside problems. The financial problems lead to frequent conflicts between cadres and masses. Farmers' own interests are harmed, and it brings bad influence to the countryside economy and politics. Furthermore, it accelerates unsteady factors in society. Therefore, in this article, the author will select Village Li to do a case study. The author will penetrate into the financial situation in Village Li through appeal letters and interviews, anal sizes the current situation and the reason of village financial problems, and put forward a few solutions.
