摘　　要：政府创新是一个系统的过程。政府创新体系可以分为不同的层面 ,城市治理模式的选择是政府创新在城市政府中的体现和应用。基于治理理论基础 ,城市治理模式的主要内容体现在创新空间的调整、政府行为的规范、治理体系的完善等方面。That liability of being slack to perform function should be the liability not to prevent,not to prohibit,not to eliminate and not to mitigate consequence of harm,and this is on the premise that one has the legal liability to prevent,prohibit,eliminate and mitigate.There is no causal relation in fact.It is not causal relation,but subjective faults,possibility of act of the liable body and so on that should be the base and factor to define share of liability of being slack to perform function.
