摘　　要：重塑地方政府政绩指标 ,将中央政府宏观调控指标和地方政府政绩指标区分开 ,有利于“建立体现科学发展观要求的经济社会发展综合评价体系。”中央政府宏观调控仍然需要GDP指标。然而 ,以GDP指标作为考核地方政府政绩指标 ,则会产生诸多弊端 ,需要新指标代替它 ,这个新指标是 :GNP +SCC指标。Re-inventing local government performance indicators by separating central government macro-control indicators from local government performance indicators is conducive to the establishment of a comprehensive economic and social development evaluation framework, which embodies the demands of scientific development. Central government macro control still needs GDP indicators. However, evaluating the performance of local government with GDP indicators can lead to many disadvantages. Therefore, GDP indicators need to be substituted by new indicators, i.e. GNP plus SCC indicators.
