摘　　要：灌溉管理体制改革对于改善灌溉管理 ,促进农民参与灌溉管理具有非常重要的意义。本文在考察我国灌溉管理体制及其存在问题的基础上 ,分析了灌溉管理的各项活动及其相互之间的关系 ,论述了参与式灌溉管理的理论模型以及我国用水户参与灌溉管理的几种主要模式 ,并对灌溉管理改革提出了政策建议。Irrigation management system reform plays an important role in improving irrigation management and encouraging peasants' participation in the management. China's irrigation management and its existing problems are reviewed, the various irrigation management activities and their interrelationships are analyzed, the theoretical framework of participatory irrigation management (PIM) and the principal models of water users' involvement in the management are discussed and some policy reform suggestions are offered.
