摘　　要：为了实现综合利用水利枢纽项目决策科学化,必须进行社会评价。其主要内容应包括宏观的经济、环境和社会影响,并据此建立切实可行的指标体系。为了给决策者在评价指标量纲不一条件下提供方案“优”、“劣”的明确概念,社会评价可采用系统模糊分析方法。In order to achieve scientifically decision-making on multi-purpose key water control project,it mustconduct social evaluation.The main contents should include macroscopic economy and environment and so-cial effects and set up a feasible index system accordingly.The method of system indistinct analysis can beadopted for social evaluation for the sake of providing a clear and definite concept of a best or worst planunder the different conditions of dimension of evaluation index for decision makers.
