摘  要:黄河洪水灾害是中国之忧患。由于历史原因及其特殊的地理位置,河南黄河洪水灾害尤为严重。以黄治黄,运用黄河泥沙放淤固堤,进行堤防建设,使黄河逐步变为相对地下河;对游荡型河道进行整治,防止横河、斜河、滚河冲决堤防是确保这一堤段防洪安全、防灾减灾的主要措施。这对黄河下游的防洪治理也有十分重要的意义。Calamity of floods in the Yellow River is the sorrow of China. Owing to historical reasons and its spe cial geographical position, flooding of the Yellow River in Henan section is extremely severe. Strengthening the river embankments by warping and making the river become relative a ground river step by step; and training wondering sections for preventing the embankments to be scoured and breached caused by cross flow, oblique flow and rolling flow are the main measures for guaranteeing the safety of flood control and preventing and mitigating disasters in this section. In addition, this is of momentous significance for the flood control management of the Yellow River.
