摘　　要：党的十六届四中全会通过的《中共中央关于加强党的执政能力建设的决定》强调,要“坚持把发展作为党执政兴国的第一要务,不断提高驾驭社会主义市场经济的能力”。本文认为,提高驾驭社会主义市场经济的能力就是要着力提高科学发展的能力、宏观调控的能力和深化改革的能力。In the CCCPC's Resolution on Enhancing the Party's Ruling Capabilities Building passed by the Fourth Plenary Session of the 16th Central Committee of the Communist Party of China (CCCPC) , it is emphasized that development should be insisted as the most significant issue, with a bearing on the future of both the country and the Party, and it is needed to enhance constantly the capabilities of reining over socialist market economy. This paper argues that enhancing the capabilities of reining over socialist market economy is to exert ourselves to strengthen the capabilities of developing the economy scientifically, the capabilities of carrying out macro management, and the capabilities of deepening reforms.
