渭河流域面向生态的水资源合理配置与调控模式探讨

摘　　要：面向生态的概念的提出 ,拓展了水资源研究的内涵 ,代表着今后水资源研究的发展方向。作为一个全新的科学理念 ,如何与水资源合理配置与调控有机结合起来 ,是一个极富挑战性的命题。本文立足于流域社会经济与生态环境协调发展 ,以实现流域水资源永续利用为目标 ,分析了陕西省渭河流域面向生态的水资源合理配置与调控模式的内涵 ,提出了其基本原则。在此基础上 ,从流域生态环境现状及未来需求出发 ,探讨了陕西省渭河流域面向生态的流域水资源合理配置与调控模式的基本内容 ,分析了陕西省渭河流域 2 0 0 0年、2 0 1 0年、2 0 2 0年水资源合理配置与调控方案 ,并从 4个方面论述了相应的对策措施。研究成果 ,不仅丰富了水资源的理论研究 ,而且可为管理部门提供科学的决策依据。The concept of rational allocation and regulation of water resources for ecological environment riches the research contents of water resources and guides the water resources research in the future. As a new scientific concept, how to infuse it in water resources allocation and regulation is topic full of challenge. In this paper, authors, from the point of realizing sustainable development of economy and society and ecological environment in the basin, aiming at sustainable utilization of water resources, thematically analyze the essence and rule of rational allocation and regulation of water resources orientated ecological environment, point out study contents of rational allocation and regulation of water resources orientated ecological environment in WeiheRiver Basin of Shaanxi province. On the basis of above analysis, the analysis methods of rational allocation and regulation of water resources orientated ecological environment are given to offer plan of water resources allocation and regulation in Weihe river basin of Shaanxi province in 2000,2010,2020 and four countermeasures are given. The research not only enriches the theory of water resources allocation and regulation, but also provides a scientific basis for management department.
