摘　　要：科技创新作为我国全面建设小康社会的科技支撑和重要途径,不仅对科技与经济的发展起着至关重要的作用,也为实现全面小康社会提供了强有力的保障。围绕云南经济建设,提出了区域科技创新系统具有"资源开发型"、"引进、消化、吸收型"和多层次的特征,在全面建设小康社会中能起到科技支撑作用和基础保障的作用,但存在创新能力不足、科技资源配置不当和人力资源匮乏的问题,对此提出了完善区域科技创新系统的对策建议。As a scientific pillar and a key approach in the process of building China into a well-off society for all, science-technology innovation plays a crucial part in ensuring its realization. According to Yunnan's economic development in terms of its weak innovation ability, poor distribution of resources and lack of the talent, the authors hold that its system of science-technology innovation should have the traits of regional variety, rational exploitation of resources and open-minded absorption of imported technology.
