摘　　要：人是生产力中最活跃最重要的的决定性因素 ,是决定区域创新能力的关键因素 ,进而决定区域经济可持续发展的能力。因此 ,要以人为中心和出发点 ,来增强区域创新能力 。The people is the most active and the most important key factor in the productivity that determines the regional innovative ability and further determines the sustainable development ability of the regional economy. Therefore we must regard the people as the center and origin,strengthen the regional innovative ability, and realize the common development of the people and the regional economy.
