摘　　要：20世纪末21世纪初,世界范围内争夺大陆架能源和海洋权益斗争激烈展开,海洋已成为地球"第六个大陆"。在这块"大陆"上,争夺油气能源"大战"格外激烈,而日本是这场争夺世界油气大战中的骨干成员。从日本政府各部门到执政党群体,齐心投入了这场新世纪能源争夺大战之中。The end of the 20th century and the beginning of the 21st century witness a fierce worldwide struggle for oil and gas of the continental shelf and rights and interests of the sea. The sea has become the 'sixth continent' of the earth. On this 'continent', the battle for seizing the oil and gas energy is exceedingly fierce, and Japan is an important fighter in the battle for seizure of the world' s oil and gas. All of the Japanese government departments and the ruling political parties have pulled together to fight for energy in the great war of the new century.
