摘　　要：作者运用戴维斯和诺斯的制度创新理论,提出通过证券市场的制度创新,在发展中渐进解决股权分置问题,并认为政府行为错位是股权分置问题长期得不到解决的根本原因。The author applies Davis and North' s system innovation theory and advises that the problem of the structure of split shares should be solved gradually through the stock market system innovation. The author believes that it's the unwise administration that the problem of the structure of split shares has not been solved for a long time.
