摘　　要：国外及国内高新技术产业发展先进地区在政策创新方面的成功经验,为经济欠发达的山西省通过政策创新来推动其高新技术产业的快速发展,进而促进区域经济的跨越式发展提供了良好的借鉴。文章就此提出了四条途径:1.进行高新技术产业发展政策的思路创新;2.鼓励高新技术人才进入高新技术产业领域的人才机制创新;3.充分发挥政府在促进高新技术产业发展中的作用;4.实现高新技术产业发展政策的制度创新。The successful experience of development in the innovation of hi-tech industry policies in both abroad and domestics advanced regions ,offers good references for Shanxi province passing the policy innovation to promote the rapid development in hi-tech industry and prosperity of the economy .The thesis puts forward four paths :1. Innovating the way of thinking of the development in hi-tech industry policies;2. Innovating the mechanism of encouraging the talented person going into the hi-tech industry realm 3. Developing the function of government in promoting the development of hi-tech industry ; 4. Innovating the system of development of hi-tech industry policies.
