摘　　要：流动人员的档案问题是改革开放以来出现的一种新问题。流动人员人事档案的规范管理,有利于人才的合理流动、公平竞争,有利于用人单位对人才的评价、聘用和选拔,更有利于人才市场的健康运行,形成规范化的人力资源市场。但是目前在管理机构、管理人员、管理办法等方面都存在着一些问题,需要认真分析解决。The management of the flow people `s archive is new problem in reform and open time. High level management is benefit to the reasonable flow and fair competiton in the people and is benefit to employ and estimation employee for employer and benefit for improvement of market of human resource . but there are many problem in management organaization ,personnel, and means . we need analysis the reason and handle the problem.
