摘　　要：发现在“一稿多投”现象的背后 ,科技期刊存在“争取稿件发表优先权”和“争取读者阅读优先权”的事实 ,还发现争取发表优先权与科学研究中争取“科学发现优先权”相关联 ,争取阅读优先权与出版效益相关联。认为应以争取“发表优先权”与“阅读优先权”为内置动力 ,以争优的意识和服务的理念建立科技期刊运作的“争优模式” ,以期能对变革理念、创新思想、构建期刊运作模式有所裨益。The author found that there was “the priority for publication” and “the priority for readers to read” behind the phenomenon of “submitting one p aper to different periodicals”. “The priority for publication” related to “t he priority of scientific discover” in scientific research and the “priority f or readers to read” related to the benefit of publication as well. In this pape r, the optimized model for the operation of sci-tech periodicals is set up whil e “the priority of publication” and “the priority for being read” are regard ed as the interior-motive. The author hopes that this paper will be helpful for the idea innovation and the establishment of optimized operation model for sci -tech periodicals.
