摘　　要：本文以中间业务为例,通过考察国有银行中间业务发展的制度背景及存在的问题,提出了国有商业银行目前治理机制改革之重点。文章认为,产权是重要的,但并不表明产权改革和治理机制改革之间存在严格的先后顺序,短期内治理机制改革完全可以先行;改革国有商业银行治理机制应从优化治理机制内部基础构造入手。By taking the fees and commissions business as an example, the paper studies the development of intermediate business of state - owned commercial banks. Then the author points cut that property right reform is very important, but in short run, the priority of the reform should be given to the establishment of governance mechanism and the key issue is to optimize the internal structure of the banks.
