摘　　要：自由和秩序是人类的两大基本需求,二者是对立统一的。制度是形成自由秩序的机制。金融市场的完善就是金融自由和金融秩序的博弈发展过程,是形成金融自由秩序的过程。我国在完善金融市场过程中,面临的是自由优先还是秩序优先的两难问题。允许金融混业和制度建设同样重要,要在金融安全的条件下推进金融自由化,达到自由秩序。Liberty and order, as the two basic needs for human beings, means the unity of opposites. It is the institution that generates the liberty-order mechanism. The Improvement of financial market represents the formation of financial liberty and financial order and reflects their gaming development. In the process of improving our financial market, we are in a dilemma of which should be a first priority. According to our viewpoint, both financial integration and financial institution are important; and we should push ahead with financial liberalization under the condition of financial security so as to achieve the harmony between liberty and order.
