摘　　要：乡镇财政面临着收入规模小、压缩开支难、债务负担重、偿还能力差、调整余地小等主要困难。要解决这些问题,首先要解放思想、更新观念,及时调整、完善县乡财政体制,加强乡镇财源建设,增强发展后劲,加大改革力度,减少财政供给人员。Finance of small towns is faced with the difficulty of small income scale,compressed expense,heavy burden of debt,poor ability to pay back and little room of adjustment.To solve these problems,people's mind should be emancipated,idea should be updated,financial system of county and towns should be adjusted and protected so as to strengthen the construction of financial resources,develop reserve strength,increase reform intensity and reduce financial staff.
