汽车制造业质量管理体系向ISO/TS16949:2002技术规范转换方案探讨

摘　　要：行业内已逐推出新的行业认证相关的质量管理体系独特要求,如德国汽车工业的VDA6.1标准,法国汽车工业的EAQF标准,意大利汽车工业的AVSQ标准,以及美国汽车工业行动集团推出的QS-9000标准,其中以QS-9000和VDA6.1标准在国内汽车业推行为甚。特别是近4年来,国际汽车特别工作组(IATF)为实现单一的全球质量体系标准和认证过程,与ISO/TC176组织合作,制定并推出协调化的质量要求——ISO/TS16949:2002技术规范,目前已经成为多数汽车供应商在质量管理体系方面努力的方向。文章通过对ISO9001、QS-9000、VDA6.1标准,以及TS16949技术规范要求之间的对比分析,包括对国内外汽车制造商对供应商质量体系开发要求的需求调查,探讨质量管理体系向ISO/TS16949技术规范转换的合理、经济、适用方案,为整车供应链上不同认证状态的企业提供服务和参考。Insiders have already offered some new unique industry related quality management system requirements, such as VDA 6.1 standard of Germany automotive industry, EAQF standard of French automotive industry, AVSQ standard of Italian automotive industry as well as QS-9000 which is issued by American Automotive Industry Action Group, QS-9000 and VDA 6.1 are used widely in China, especially over 4 years past, International Automotive Task Force(IATF) cooperated with ISO/TC 176 Group to realize global quality system standards and accreditation, at the same time formulating and putting out quality requirements-ISO/TS 16949: 2002 Technical Standardization. So far, these technical requirements have become development goal on quality management system for most auto suppliers. Making comparison and analysis for ISO 9001, QS-9000, VDA 6.1 and TS 16949, including demand investigation reports of quality system development which foreign and domestic automobile manufacturers ask their suppliers to develop quality system. This paper discusses a reasonable, economic and appropriate plan which shows us how to divert quality management system to ISO/TS 16949 Technical Standardization, which can supply service and reference for enterprises with different quality management system on complete vehicle chain.
