摘　　要：三峡工程公共项目包括 :砂石骨料系统、施工供电系统、施工供水系统、施工通讯系统的建设与运行 ,施工区道路的建设与维护 ,办公生活区、仓储设施的建设与绿化工程。其工程的建设采用招标承包制、其运行管理采用业主委托方式 ,确保了公共工程系统对各施工标段的服务公平、公正、高效、优质 ,从而保障了三峡工惩的顺利实施。The works of temporary structures and infrastructures alleged as “common works' on the Three Gorges Project (TGP) include the aggregate supply systems, construction power supply system, construction water supply system, construction and management of construction access and roads, office buildings and camps, storage facilities and landscaping. The works were constructed by competitive bidding system, and the operation and management were entrusted to constructors by the owner of the TGP in order to build, operate and manage more efficiently the temporary structures and infrastructures and serve well the construction of the main works under contracts, and finally to ensure the successful completion of the construction of the TGP.
