摘　　要：介绍了国内城市应急指挥联动技术的进展及信息技术在政府应急指挥系统中的应用。根据目前我国政府应急指挥系统发展的现状,研究探讨了城市应急指挥系统的建设。通过对政府应急指挥系统的定位、功能、特点的探究,前瞻性地提出政府应急指挥系统建设的具体措施,为各级政府应急指挥系统的建设提供参考意见。文中还介绍了我国城市应急指挥系统概念的延伸及计算机信息接受和接处警指挥系统、视频监控系统、数字集群通信系统、移动数据通信系统、多媒体视频会议系统、GPS/GSM卫星定位系统、GIS地理信息系统、信息记录和发布系统等新一代集成应急指挥系统的技术实现。This article describes the status and development of China's city emergency command technology and the application of information technology in government emergency command systems. Based on current situation of the government emergency command system development in our country, this paper studies and discusses urban emergency command system construction. Through discussion on positioning, functioning and characteristics of government emergency command system, a perspective of concrete measures for the construction of government emergency command system is given as reference suggestions for the construction of such system at all levels. This article describes the extension of the concept of China's city emergency command system and technical realization of the new generation integrated emergency command system which includes the acceptance and connection of computer information by the police command system, video surveillance control system, digital trunking communication system, mobile data communication system, multimedia video conferencing system, GPS / GSM satellite positioning system, GIS geographic information system, information recording and issuing system etc.
