摘　　要：出于多方面原因,国会众议院对克林顿政府的对台政策极为不满,并出台了《加强台湾安全法案》,从而引起了中美关系的大动荡。尽管这出闹剧最终无果而终,但并不表明它将不再凸显,其动向仍值得密切关注。The Sino-American relationship always sways from “euphoria” and “disappointment”. And its recent most famous embody is the Taiwan Security Enhancement Act, which was the product of the “euphoria” atmosphere along with the summit visits and the Clinton's China policy, introduced by the House in 1999. Although the Senate suspended that Act, we still need to keep an eye on it and prevent it to be revived by the so-called “Blue-Team”.
