摘　　要：通过对发达国家和发展中国家农地金融设立的背景和作用的分析, 对比分析了这些国家农地金融制度的组织结构、资金来源和业务范围以及政府的作用。提出要建立我国的农地金融制度: 近期, 应选择经济发达地区的农村信用社作为试点农地金融业务的机构; 中长期, 在政府扶持下成立土地银行, 但应逐步减弱政府在农地金融制度中的作用, 增强农地金融机构自身的可持续性。Through analyzed background and functions of Land-Finance System in Foreign Country, and compared the organization structure、fund resources 、scope of business and function of government in Land-Finance systems. Then suggestion of practice Land-Finance business should be operated by rural credit cooperative in the near future, and furthermore, established land bank by the government supportment.
