摘　　要：随着经济社会的变革与发展,我国城市人口与计划生育管理模式也经历了不同发展阶段,由上世纪70、80年代的部门和户籍地管理为主阶段,发展到90年代的"以块为主"和单位负责阶段。进入新世纪以后,随着全面建设小康进程的展开,一种新的"以社区为主"的管理模式开始显现。这种新的管理模式体现了"依法管理、居民自治;以人为本、优质服务;工作融合、资源整合;共同参与、综合治理"的原则,这种居民自治与行政管理相结合的模式,是今后一段时期城市社区人口与计划生育工作比较理想的管理模式。With the economic and social changes and development of China, the administrative mode of population and family planning in urban areas has experienced different stages of development from the 1970s-1980s, with the department and household management as the main part, to the 1990s, with the departments responsible for the management. Since the beginning of the new century, with the process of building a well-off society, a new type of management has turned up, that is the management mode with the community as the main part. This new type of management mode has combined the residents' autonomy with administration and is an ideal mode of population and family planning in urban communities.
