振兴东北老工业基地中的制度分析

摘　　要：东北老工业基地在建国初期为我国的经济发展做出巨大的贡献 ,但随着我国改革开放和市场经济的建立 ,东北地区的发展远远落后于我国的东部沿海地区。东北地区有丰富的人才、技术、土地 ,其条件比沿海优越 ,制约东北经济落后的关键因素在于制度瓶颈 ,因此 ,只有通过制度创新 ,打破这种瓶颈 。In the past,the Northeast area of China made great contribution to the development of the country.However,with the performance of the open economic policy and reform,the setup of market economy as well,the development of this area has been largely lagged behind.Compared with Southeast coastal area of China,the Northeast part has the advantages of endowment characterized by qualified labor,high-level technology and rich land.Institution is the most important factor to prevent the development of Northeast area.To overcome institutional bottleneck has been becoming crucial for realing the revitalization of the old industrial area in the Northeast of China.
