淮河流域行蓄洪区运用补偿方法探析

摘　　要：分析淮河行蓄洪区运用补偿的现行办法,从政府成本角度出发,指出现行补偿办法存在政府部门工作量大、工作效率难以提高、政府成本难以降低的问题。为解决这些问题,提出定值补偿的方法,对定值补偿方法的可行性和合理性进行详细分析。The current compensation method for the flood district of Huaihe River is analyzed. From the viewpoint of government cost, it is put forward that the current compensation method is of the following problems: large workload, low efficiency as well high government cost, etc. To solve such problems, compensation method by fixed value is put forward. A detailed analysis is given for its feasibility and rationality.
