实施天保工程对国有林区林业企业的影响分析

摘　　要：天保工程的实施给国有林区造成的不仅有因木材减产限产造成的直接经济损失 ,而且还有木材加工行业萎缩、企业资金不足无法投入高产项目、难以形成新的经济增长点等间接损失。同时工程本身对国有林区的社会经济发展也产生了有利于多产业发展的积极影响。The paper indicates that the impact of NFPP upon state-owned forest regions is not only some direct economic losses cause d by decreasing or forbidding deforestation, but also some indirect ones rendered by the shrinkage of wood processing industry, enterprise's disability to invest in projects of high productivity for lack of fund, and its difficulty in formin g new economic growth, etc. Meanwhile, the program itself has a positive ef fect o n the socio-economic development in the state-owned forest regions, facilita ting the regions' multi-industry development.
