政治妥协与西方民主政治

摘　　要：在西方国家，权力的分立与制衡使得决策往往是各有关国家机关之间妥协的结果，在这种高度分权的体制下，妥协成为一种常见的基本的政治现象。在代议制下，议会是各种利益在政治上的竞争中心，同时也是社会团结的中心。议会的这种双重性决定了它也是代议制民主下社会的政治妥协中心，代议制必然包容政治妥协。同时，妥协也是西方政治发展与民主制度演进的重要方式。政治妥协是现代民主制度内生的一种常见现象，现代民主社会需要的是一颗对待政治妥协的平常心。In western countries, the separation and restriction of powers make policy decision the result of comprise among the state organs concerned. Under this system of highly division of powers, compromise becomes a common and basic political phenomenon, because of the implementation of the representative system of government, congress becomes the eompetitive center of different interests on polities as well as the center of social unity. The duality of congress determines that the congress itself is the political compromise center under the representative system of government, which inevitably tolerates political compromise. In the meantime, compromise is an important way for the general progress of the development of western politics and democratic system.
