摘　　要：政治文化研究和新公共行政运动同时出现于 20世纪中后期, 与时代主题达成了默契,在文化和伦理视角中对政治体制、公共行政重新加以审视, 提出了民主、服务、社会公平等价值理念, 并要求通过培育政治人、行政人, 通过唤醒人的道德的一面来改善公共服务。20世纪这两场学术运动的内在联系和共同主题就是人本的和服务的价值理念。The Study of Political Culture and the New Public Administration as learning movement both emerged almost at the same time in the second half of the 20th century, which prove to be in perfect keeping with the theme of this era. They reexamine political systems and public administrations from a new perspective of culture and ethics and put forward principles such as democracy, service and social equality, aiming to better public service by awakening the moral and public aspects imbedded in human nature through wholesome political education. This paper compares the Study of Political Culture and the New Public Administration, trying to straighten up their developments so as to reveal the inner connection of the two——humanism and service.
