摘　　要：我国信息经济在迅速发展中面临居民网上消费倾向和企业网上交易倾向较低、网络投资倾向不足、网络安全黑洞效应等严峻挑战。要使我国信息经济的发展迈上一个大台阶,必须在网络基础设施、信息安全体系、现代物流配送体系、税收征管体系等方面加强建设。During the rapid development of our country's information economy, we are facing the severe challenges of low tendency of residents network consumption and enterprises network transaction, the lack of network investment tendency, network black hole,etc. So it is necessary to strengthen the construction of the basement of the network, the information safety system, the modern logistic transportation system, the tax rules system and so on.
