摘　　要：告知程序作为行政处罚的必经程序,在行政执法活动中居于重要地位。但由于各方面的原因,告知制度在告知的主体、内容、阶段、形式、笔录制作等方面的法律适用中存在诸多问题,亟待认真分析其原因,寻求依法适用告知程序的对策,以期实现行政处罚法的立法宗旨。Being an essential procedure of administration penalty,notification plays an important role.But as a result of various aspects reason,notification procedure in many aspects' such as,main body,content,stage,form,record manufacture has many questions,urgently needs to analyze its reason,seek the countermeasure of legally suitable notification procedure.so that legislation objective can be realized..
