摘　　要：建国以来 ,我国的公共卫生支出体制改革虽然取得了令人瞩目的成绩 ,但和世界其他国家相比 ,仍存在较大问题 ,如支出总量偏低、支出结构欠合理、支出体系存在缺陷等。因此 ,在公共财政下构建与之相适应的公共卫生支出体制 ,对于全面建设小康社会具有极为重要的意义。With positive external effect and typical non-exclusion,public health was regarded as semi public product that the government should provide mainly.The reforms of payment system in public health have made great achievement in the past.But there were many difficulties and deficiencies in the payment system.Thus,it is of importance for all-over well-being society to establish feasible payment system of public health to meet current public finance system.
