摘　　要：全面建设小康社会离不开文化的支持而文化的发展又离不开战略地区文化和地区,,战略安排是一种互相制约和互动的关系我们必须把地区文化视作整个地区战略的一个基本战略。要素视作和地区制度地区经营同样重要的战略要素。The support of culture can not be lack to construct well-off society and the development of culture needs strategy. The relationship between regional culture and the arrangement of regional strategy is inter-restricted and interactive. We must take regional culture as a basic strategic factor of total regional strategy, as strategic factor as important as regional systems.
