摘　　要：民族问题始终是关系党和国家工作全局的一个重大问题边疆民族地区加强党的执政。能力建设就是要进一步认识和把握新的历史条件下民族问题发展变化的特点和规律创新民族工,作的思路和方法不断提高驾驭和解决民族问题的能力。To enhance the construction of the party's capacity to take power in frontier ethnic area is to know and master the characteristics and rules of development and changes of ethnic problems in new historical conditions,to innovate the thinking ways and methods of ethnic work to improve the capacity to master and solve ethnic problems.
