摘　　要：开放性和信用性是法治政府的基本特征和重要指标。行政公开推动参与型行政的发展和监督行政的完善 ,加快以开放性为标志的行政民主化进程 ,是法治政府建设的重要途径 ;建立和维护政府与公民、社会的信任关系 ,尊重和保障信赖利益 ,是法治政府建设的主要表现。行政许可法制对于开放政府建设与促进廉政和民主化、推行信用行政和建设公信政府 ,具有重要的现实意义。open and credit is the basic character and important index of law-ruling government. The open of administration drives the development of participant administration and the improvement of supervisory administration, and accelerates the democratized administrative process indicating the open, which is the important way of law-ruling government construction; we should construct and maintain the trustful relation between government, society and civics, and respect and protect faithful benefit, which is the primary representation of the law-ruling government. Administrative admission legal-system is of great realistic importance to the open government construction and the improvement of the uncorrupted administration and democratization, the push to faithful administration, and construct public-faithful government.
