摘　　要：配备足够的适任船员是保证船舶适航的重要条件。针对方便旗船舶配员普遍存在的问题,结合STCW 95公约的有关规定,提出了加强方便旗船舶配员监督的具体措施和建议,旨在不断改进我们的PSC检查工作。Sufficient manning is one of the important preconditions for vessels' seaworthiness. In view of the existing common problems on the convenient flag vessels, some effective measures & suggestions are put forward to strengthen the supervision of the vessels manning on the basis of STCW 95 convention, aiming to improve the PSC inspection.
