对我国中西部地区城市“低保”制度资金来源的博弈分析

摘　　要：用博弈方法分析了中西部地区城市最低生活保障制度资金来源中上级政府和下级政府的行为,结论是:下级政府选择虚报人数,上级政府的对策是放弃惩罚,目前的多级财政共担机制正是为了防止下级政府虚报的一个举措。最后,针对结论提出了相应的对策建议。Based on the game theory, this paper takes game model of different levels of governments to analyze the sources of funding of the Minimum living standard guarantee system for urban residents in western and central China. The author studies the Nash Equilibrium of the game and points out how different levels of governments choose the optimal game strategy. Finally the author puts forward some proposals.
