摘　　要：改革开放 2 0多年来 ,地方政府是中国农村土地制度的重要创新主体。对地方政府在制度变革中的行为分析表明 ,地方政府具有及时发现制度创新需求、有效配置资源、降低制度变革成本的优势 ,但也存在一些缺陷。在今后的农村土地产权制度创新中 ,完善地方政府的制度创新行为将成为关键。The local authorities have been the main actor in the innovative changes in the property rights of rural land system in the past two decades. It is evident that the local authorities are efficient to allocate resources and reduce cost in the institutional changes as they are often the first to see the necessities for such changes. Many problems, however, exist. To correct their misbehavior is the key to continue the reform in future
