摘  要:介绍了基于市场结构、市场绩效及市场供需角度设计的几类常用及最新的发电商市场力评估指标。以测度一个模拟市场的机组市场力为例,对比分析了各类指标的理论特点及其在应用中的优劣。比较结果表明,基于市场绩效设计的市场价格可控指数(MarketPriceControllable,MPC)和勒纳指数(LernerIndex,LI)更能反映市场力本意,评估效果直观、准确;从供需角度构建的机组必须运行率(Must-runRatio,MRR)指标、剩余供应指数(ResidualSupplyIndex,RSI)等评估指标则是测度市场力的必要补充;而市场集中度(ConcentrationRatio,CR)评价指标则是市场力判别的辅助工具,由于其精度不高,因此通常能够被涵盖在市场绩效及市场供需评估指标中予以考虑。Several common indices and the newest ones, which are based on the market structure, market performance and the demand and supply of electricity market, to assess the market power of power generation companies are presented. Taking the calculation of the market power of generating units in a simulative market for example, the theoretical features of these indices and the superiority and the inferiority in the application are analyzed and compared. The comparison results show that the index of market price controllable (MPC) and the Lerner index (LI) based on market performance can reflect the essence of market power well and their assessment results are accurate and more immediate. The index of must-run ratio (MRR), the residual supply index (RSI) and other indices based on the demand and supply in the market are necessary supplementary measures to assess the market power, and the indices of concentration ratio (CRs) are auxiliary measure to judge the market power, because they are not accurate, so in general they can be considered while the MPC and MRR indices are used.
