摘　　要：建设项目水资源论证,是指依据江河流域或者区域综合规划以及水资源专项规划,对新建、改建、扩建的建设项目的取水、用水、退水的合理性以及对水环境和他人合法权益的影响进行综合分析论证的专业活动。要推进建设项目水资源论证工作,必须以科学发展观为指导,充分认识水资源论证工作的重要性,不断完善水资源论证制度,以水资源的可持续利用为全面建设小康社会提供支撑。The water resources assessment for the newly built, rebuilt or extended project is an integrated analytical and reasoning activity on the rationality of water withdraw, water utilization, and water return, as well as for the influence to the environment and to the other people's legal rights and interests, which is based on the river basin or regional general planning and the water resources special planning. The promotion of the water resources assessment should be directed by the scientific development view, and based on the understanding of the importance of the water resources assessment, gradually improvement of the system, so as to provide a support for the building of a well-off society in an all-round way by the sustainable water resources utilization.
