中国种子生产程序的革新及种子质量标准新体系的构建

摘　　要：中国是世界上最大的种子生产国与消费国之一,但中国种业的发展远落后于农业经济的其它部门,必须加大改革力度。本文对中国加入WTO后种子生产程序的革新及种子质量标准新体系的构建提出了建议。指出:中国应逐步放弃“三圃制”,推行四级种子生产程序;育种家种子的保存,应建立“株系(行)循环法”和低温低湿库双重保存制度。种子质量标准新体系的构建,应与“四级程序”配套,与国际通用标准接轨。提出了几种作物种子质量标准构建方案。China is one of the largest country in seed production and consumption in the world, but the reformation of seed industry is far lagged behind other sectors of its agricultural economy, thus systematic and complete seed industry reform in China would be worthwhile. In this paper, the innovation of seed production procedures and establishment of the corresponding seed quality criteria system after China entering into WTO is suggested. By gradually abandon three-nursery system, the extension of four-stage seed production procedures should be considered. The system of the “plant-line cycle method” and low temperature and low humidity preservation of the breeder seed is introduced. The establishment of the new seed quality criteria system should meet the requirements of four-stage procedures in order to meet the international standards. In addition, the paper suggested tentatively the schemes of the seed quality criteria for several crops.
