摘　　要：由毕-萨定律的数学表达式导出了运动元电荷在周围空间产生磁场的数学表达式——毕-萨定律的新形式，讨论了毕-萨定律的新的物理意义，指出毕-萨定律反映了运动元电荷在距其半径为了的球面上与另1运动元电荷之间的作用力，并由毕-萨定律导出了“磁场高斯定理”。The New Biot Savart's law' of magnetic field produced by the moving element charge was inferred from Biot Savart's law and the new physice in it was given.'The New Biot Savart's law'is the exepression of the force between one moving element charge and another that moves around it on the surface of a sphere(the radius is r).Finally Gauss theory of magnetic field was got from Biot Savart's law.
