摘　　要：科教扶贫是贫困地区脱贫致富的治本之策。应高度重视科教扶贫的功能,认真实施"科教扶贫"战略,改革教育结构和体制,建立科技推广网络与机制,改善文化基础设施,实行农科教相结合,建立科教扶贫激励机制,努力提高扶贫开发工作的水平和整体效益。The basic remedy for the poverty-stricken areas is science and education, therefore the functions of science and education must be greatly stressed and seriously put into practice. So, to reform the educational structure and system ,to set up scientific spreading net and system, to improve the cultural infrastructure, to ally agriculture with education, to establish the strategic encouraging system, are very earnest and practical.
