摘  要:事业单位富余人员分流安置是事业单位人事制度改革带来的无法回避的问题,也是我国转型期中一个临时性过渡问题。富余人员的构成、规模大小、分流安置成本等都是亟须探讨的问题。政府在解决这一现实问题时,可根据我国的实际情况分两步走:借鉴企业做法,重视过渡期的分流安置工作;当社会保障制度和市场就业机制健全后,富余人员安置将直接与社会保障制度接轨。Distribution and Allocation the redundant personnel is an unavoidable issue brought by the reform of personnel system of public institution, and it is also an interim and provisional issue during our country's transition. The composing, the scale, the cost of distributing and re-arranging the redundant personnel, and etc. are all issues that need be probed into urgently. To solve this realistic problem, government should take two steps according to the actual situation in our country: Firstly, drawing lessons from enterprise's experience, and paying attention to the re-distribution and allocation task in the transition period; Secondly, upon having sound social security system and market employment mechanism, the allocation of redundant personnel will be on the track and integrate with the social security system directly.
