当代中国行政伦理责任的基本内涵

摘　　要：研究行政伦理责任是以一种伦理的视角去关注行政责任问题。行政伦理责任是研究和解决公共行政问题的一种思维方式 ,一种价值取向 ,一种复合责任观。维护公共利益、执政为民 ,在公正价值优先的前提下促进效率 ,廉洁奉公、惩治腐败 ,恪尽职守、勤政为民等构成当代中国行政伦理责任的基本内涵。The study of the ethical responsibility of administration is to pay attention to the problem of administrative responsibility from the perspective of ethics. The ethical responsibility of administration is a mode of thinking, a value orientation and a compound view of responsibility in studing and solving the problems in public administration. To safeguard public interests, to hold power for the people,to promote efficiency on the basis of the priority of fair value, to be honest in performing office duties, to punish corruption, to abide by office duties constitute the basic intension of contemporary China's ethical responsibility of administration.
