摘　　要：针对移动运营存在着用户多样性和资费多样性的的特点,提出了一种欠费系统的平台解决方案,减少直至杜绝移动用户增长迅速产生大量用户的欠费问题。通过对系统架构、系统功能结构及外部接口的设计进行实现,并重点阐述了欠费管理系统子模块。In order to decrease and get rid of the arrearage in the mobile telecommunication firms, considering the varieties of the customers and the charge of these firms, the author brings this paper forward. Furthermore, the author has devised the system structure and function parts and the interface to outside sets. Besides, he explains the arrearage managing part in details. At the end of this paper, the author show the facts which should be cared of in the application.
